McGaugh Discusses Initiative Reform

The Missouri House passed House Bill 703 last week 109-49, which would make it harder for voters to get an initiative or referendum passed. State Representative Peggy McGaugh of Carrollton says there should be a higher bar to clear.

Federal courts have split on whether similar laws in other states that require petition circulators be residents violate the free speech clause of the First Amendment.
