North Shelby Superintendent Says Substitute Teachers are a Concern

With the academic year underway, one of the concerns administrators are contending with is an adequate pool of substitute teachers. North Shelby Superintendent Kim Gaines says that has been an issue even before the coronavirus.

In certain circumstances, that could require different solutions.
