Kirksville Approves Procedure to Fill Council Vacancies

The Kirksville City Council approved a new procedure to fill council vacancies. Assistant City Manager Ash Young says they started discussing this when they had a vacancy six months ago.

Young says the goal is to have enough time to incorporate a public forum.

The council will also have a public hearing on its utility rates in the near future.
