Judge Scott Hayes has issued his ruling in the civil case involving the Glasgow School District and the Howard County Coroner. At issue was the coroner’s inquest in Howard County that took place following the death of 17-year-old Kenneth Suttner, and whether the transcript and exhibits should have been released under Missouri’s Sunshine law. Suttner died from a self-inflicted gunshot wound in December 2016. During the inquest, the jury determined that bullying by the manager of the Fayette Dairy Queen caused the Howard County teen to take his own life.

The inquest took place in January of 2017.
Last year in the criminal case, Harley Branham, a manager of the Fayette Dairy Queen, entered into a plea agreement, to a misdemeanor charge of assault and receiving a 180-day suspended sentence and two years of supervised probation.
